 USC-New York, an operating unit of U.S. Concrete, is a leading supplier of ready-mixed concrete to all five boroughs of New York City. Our materials have been used in some of the most complex and highly specialized construction projects including the World Trade Center Complex, the LaGuardia Airport rebuild, the new Tappan Zee Bridge, Hudson Yards, and 432 Park Avenue.  USC-New York has 14 ready-mixed concrete plants, approximately 450 employees, and 5 labor contracts with the Teamsters, Operating Engineers, Laborers, and Machinists.

Job Summary

The Human Resources Manager for USC-New York will manage all aspects of human resources for the New York operations.  These areas of responsibility will include (i) transactional HR (day-to-day and ongoing functions such as payroll, implementing appropriate workplace policies, maintaining positive labor and union relations, and hiring and firing employees), and (ii) strategic HR (forward-thinking programs such as succession planning, leadership development, workforce planning, and acquisition integration). 

This position is a direct report to the Vice President & General Manager, USC-New York, with a dotted line reporting relationship to the Director, Human Resources, USC-Atlantic.

 

Essential Duties and Responsibilities

  • Provide direction and counsel concerning all human resources aspects of USC-New York's ready mix operations, including but not limited to interviewing, hiring, disciplining, documenting, terminating, training, drug testing, counseling and evaluating personnel.
  • Deliver results through the daily execution of key processes such as talent acquisition and talent development programs, succession planning, performance management, and positive employee and labor relations.
  • Monitor and influence the correct interpretation of federal and state laws, and company policies and procedures; ensure the fair and consistent treatment of all employees.
  • Accountable for year-end performance reviews, goal setting, and compensation planning.
  • Manage workers' compensation cases to ensure proper conduct of all parties involved.
  • Work alongside the Recruiting Manager to establish recruiting and on-boarding processes and policies; support and counsel hiring managers on candidate selection.
  • Ensure planning, monitoring and appraisal of employee work results by training managers to coach and discipline employees.
  • Listen to and assist with resolving union grievances; counsel employees and supervisors on labor contract work rules and collective bargaining agreements.
  • Conduct open enrollment with respect to annual benefit programs.
  • Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Actively participate in New York acquisitions, through the due diligence process and the integration of acquired employees.
  • Create positive labor relations with union shop stewards and officials, and ensures compliance with collective bargaining agreements.

 

Supervisory Responsibility

This position manages all employees of the USC-New York HR Department and is responsible for the performance management and hiring of the employees within that department.

 

Skills and Qualifications

  • Bachelor's degree
  • 5+ years of Human Resource experience
  • Demonstrated proficiency in recruiting, benefits administration, performance management, compensation and wage structure, training and development
  • Union and traditional labor relations experience a plus
  • Ability to use all Microsoft Office tools (Word, PowerPoint, Excel, etc.)
  • SHRM certified professional certification preferred
  • Self-motivated and independent
  • Strong interpersonal and communication skills
  • Knowledge of federal and New York employment laws
  • Strong organizational skills; ability to work and learn in a fast-paced environment

 

Physical Demands

While performing the duties of this job, the incumbent is regularly required to sit, walk, talk, hear and occasionally lift up to 15 pounds. The HR Manager will also be required to drive to various recruiting and plant locations throughout New York City and surrounding areas.

 

Work Environment

The incumbent is occasionally required to work in office environment where the noise level is usually moderate.
